Winder - Barrow County P25 Phase 2 Encrypted

Looks like Barrow Co has finished migrating to P25 Phase 2. The database under “Misc System Information” says all operations are reported to be encrypted. However when you look at the talk groups it only shows that law enforcement is encrypted. It looks like Fire/EMS is not. Does anyone know if Fire/EMS is encrypted or not? If not. Do they plan to encrypt?

The Fire/EMS talkgroups listed are from the older VHF system - unsure if they are being utilized.

Barrow County has switched totally over to the 700 Phase 2 system. All the talk groups listed on RR are part of the older system which is not in use anymore. From my limited monitoring of Barrow Co, all the new talk groups are 10XXX.All transmissions I have monitored are encrypted with exception of some animal control transmissions.
