windows won't let ARC 996t softeware install

I was just trying to load software from Butel 996 t on win 7 laptop, everytime I click on the setup file windows says it is harmful software and won't let me install it. I feel it is some setting in windows that is causing this but I can't seem to find it. Anyone got any ideas?

Did you check / do you have Windows Defender? Or are you using something like Avast or Norton?

I only have malwarebytes and it is off, I thought it was strange it said "windows" was not letting it load
