Currently in Winnipeg using the SDS100. Sounds like I'm not able to listen to any Emergency Services.
Is this true?

Yes. All three are encrypted using AES256

Try MTS FleetNet, make sure all service types are on and you might get some stuff.

I am in Winnipeg and province for a week, I have been mapping the new P25 700 system which does not seem active yet, but I am hearing Rural Fire & EMS in the community. I am on 800 MHz MTS.
