At approximately 8:20 am today, Louisiana State Police investigated a two-vehicle fatality crash involving a marked Winnsboro Police Department unit within Winnsboro City Limits. A 2003 Ford Crown Victoria, registered to the Winnsboro Police Department, was traveling south on LA Hwy 15 at a high rate of speed, en route to an injury crash, when it failed to yield at a red light. A 2004 Ford Taurus was traveling east on Havard Street when it entered the LA Hwy 15 intersection and was struck broadside by the Crown Victoria. The driver of the Crown Victoria, forty-seven year old Betty M. Harrell of Winnsboro, was later transported to LSU-S with moderate injuries. The driver of the Taurus, thirty-three year old Debra Lee of Winnsboro, was transported to Franklin Medical Center, where she was pronounced dead. Harrell was charged was negligent homicide and unsafe operation of an emergency vehicle, as excessive speed was a contributing factor to the severity of the crash. Harrell was not booked on those charges due to hospitalization. Routine toxicology tests are pending. Both drivers were wearing seat belts.
