BCD325P2/BCD996P2: wire kit 996p2

Is there a trick to getting this 3 wire dc wire kit to work? hooked up the red and black and no power to the scanner. Do i have to hook the orange wire up to get this to work or switch something in/on the 996p2 top get it to power on?

Wiring works just fine had it powering on my kenwood mobile so i know its not a wiring issue.

Simply applying power to the scanner power jack doesn't turn it on.

VEHICLE INSTALLATION
Attach the DC Power leads. RED goes to a positive (+)connection on your fuse
block while BLACK connects to the vehicle's chassis ground (-).

Connect the ORANGE lead to one side of the headlamp switch so that when you activate
the headlights, the scanner's LCD display changes intensity.
