Has anyone ever monitored these frequencies? I'm not sure if what I am hearing is data or encryption.
According to the FCC, transmitter sites are located in Milwaukee, Waukesha, Ozaukee, Washington and Sheboygan counties.

I'll throw them in the scanner tomorrow at work...but I bet it's data. I believe the remote meter reader and high demand cut-off equipment is UHF.
