WORTHINGTON SERVICE DEPT. ON TRUNKED SYSTEM?

When i program the freqs for Worthington Public Service into my scanner, i moniter them almost every day for 1 hour +. I have NEVER heard any activity on them. Has Worthington moved to the Franklin County trunking Public Service System?
