We have an article in our wiki (everything blue is a link) that has links to just about everything you need to know...

Getting Started with your GRE/RS Object Oriented Scanner - The RadioReference Wiki

Note that your 1040 is really a PSR-500 in another box (as shown in the chart in the above article), so anything written for that scanner will work with your 1040. And since this is a software forum, there are 3 apps (no freeware, but they all have 30 day trials) for this scanner - Arc500, PSREdit500 and Win500. We have user guides for ARC500, along with Win500, linked in the above article. There is also an Easier to Read manual linked here.

You might also want to let folks know where you are (county/state is fine). That way folks from your area that have that line of scanners can help

You do not 'format' a scanner; you program it. It would be very helpful if you would state where you are (county/state is fine). That way you have a chance for like minded scannists from your area to respond

Look at the links in the wiki article I supplied in this thread. It links to many resources to help you along.

I would suggest one way to start would be to settle on a package (they all have a free trial period), and get your PC and scanner talking to one another. Once that's done, go to your respective state's forum and ask for a file for that application for your area. This is sometimes one way to get the light bulb to turn on. There is a learning curve, no doubt about it, with all the terminology and the concepts of trunking that is sometimes tough to get. Sit down and read. There's lots of good folks around here that can help
