WS1040 programming for ARC500 or PSR500

Got a ws1040, subscribed to arc 500.....for some reason arc 500 not importing data to WS1040 after i check the box of what objects i want imported.....".error saying one frequency at least must be selected"..any one have else bumping into this issue?. also does anyone have a file maybe that i can just upload to my scanner that has LAPD, Sheriff, EMS and Fire in the los angeles area?
