I bought my first scanner yesterday. I could not figure out how to download the frequencies for my area so I did it manually. I very seldom hear anything on my scanner. Wondering if I need a different antenna??

What software are you using to download frequency information? See these Wiki pages to help get you started:

You are a Premium Subscriber, so with the correct software package, you'll be able to download frequencies from the database & program your scanner accordingly.
It appears that most of your county is on conventional frequencies (not trunked) that you should be able to receive on your WS1040. However, I do see that one of the Dispatch channel listings for the Sheriff's Department is using DMR. That's not a type of transmission that your WS1040 can receive, but everything else should work.
