WSDOT South Central Region P25 System?

I have a a BCD325P2 scanner and am having problems listening to WSDOT South Central Region (P25) Yakima, WA. (Clemens Ridge). When I import from Radio Reference with all talk groups selected I hear nothing? Can anybody shed some light on this for me? I'd really appreciate it!
