That's the trouble with using fedgov grants for the initial build-out then discovering the on-going costs to keep it functional. Maintenance costs generally can't be grant-funded.

Talk about taken by a vendor. You think they would have sent there techs to the Motorola school to be trained to do there own work. That would bring the costs down some...???

Unfortunately most government agencies like to see a fixed expense for maintainence, sending employees to Motorola tech training means they still will have to pay an employee and overtime which can be a variable expense. Motorola just sends them a monthly bill, they know what is costs ahead of time. I don't agree with it, since it is better to have your own running and maintaining a system, but it's just the nature of the beast with politics. BTW what is the upgrade, P-25? If so then they wouldn't be tied to mother M for end user equipment, which could be a saving in the long run.

One good thing is that Wyo has a lot of $$$ compared to Colo because of all the oil drilling & nat gas activities they have going on.
