The Sheriff's channels have gone digital and they are using Kenwood radios. Does anyone have info on the data format and why it is not entered into the national database?

According to their licenses, NXDN.

Because no one has submitted it. The info doesn't just fall out of the sky, someone needs to monitor, confirm, and submit before anything appears in the RRDB.
I just bought a scanner in an effort to hear them, but cannot figure out how to make it decipher the format. The only display I get when I monitor is "RAN14"

The sheriff's office is utilizing digital scrambling on their new NXDN system to keep out unwanted listeners. I confirmed this with DSDPlus.

Well, there you have it...encrypted, so you won't be able to listen no matter what hardware or software you use.
