If I was to get a Serial PCI Controller Card, and connect the programming cable to that, would I be able to program it through windows 7/10 ?
Probably not. I have programmed using XP Mode on Windows 7, using a USB/Serial converter, and it works just fine.
The software probably won't program at all on Windows 10; for 7, you will probably have to use XP Mode, though others will tell you that they have success on native 7. Results may differ!
The other option, and the one that became the best solution for me, was to visit a local thrift store and find a XP machine with an actual serial port. Believe it or not, they're easy to find and super cheap to acquire. I think I paid around $30!
Either way, back to your original question...you'll probably still have issues.
