Hi, I'm going to explain to you how to fix your radio, but you also shouldn't own these radios. You don't understand the technology enough. Sorry, not flaming you - but you're the only guy I know who keeps getting his radios inhibited. It's like you want it to happen or something? You don't belong on the system, so get off - ESPECIALLY WITH YOUR AFFILIATING RADIO.
Think of the codeplug as a database file. The RSS is a database editor. M used to automatically "fix" the bit in your database file (codeplug) that gets inhibited when your radio is targeted and killed. Now with newer versions of RSS and CPS, the software has been revised - it no longer fixes the inhibited bit in your codeplug. It simply ignores this address, and leaves the data as-is, even if programming from a previously good codeplug which is saved to disk.
The only way you can fix the radio on your own, is to take a previous KNOWN GOOD CODEPLUG, and use depot R03.00.02 (dated 10/24/94) to bang it in there. Depot doesn't give a **** about whether your codeplug is inhibited. It doesn't unpack the codeplug (it's like a zip file, that doesn't get unzipped). It just slams it in there. Every last bit.
Sorry, can't tell you where to get depot, or send it to you. I don't own any copies of depot. I've just read posts on batlabs about people who've used depot to do things. Those bad hackers!
Your radio will now be fixed. But it's probably time to get another radio.. maybe a scanner? Or put the radio away for a while, and read batlabs for a year or so. Ask lots of questions. Get educated. But don't put that radio on a system again.
