Besides programming the radio, what use is the data port? I unplugged the programming cable from my computer but left it in the radio, causing the radio to transmit. So they cable has the ability to key up. Can the programming cable be used by a pc to do stuff other then programming? Like SSTV or digital modes?

Yes you can do digital modes using an interface like a Signalink or roll your own.

Since TX/RX audio, COS and PTT all come out you can use it as a repeater radio or simplex node for IRLP, Allstar, DMR, etc. I have done these. In fact, I'm using one as a DMR mega-spot right now in conjunction with Steve Zimmerman's Pi-star based repeater controller for DMR/DStar/Fusion/P25/NXDN. Most of the higher end mobiles have these control pins coming out.

It depends on what you plan to do with it, what kind of programming cable and how many lines/pins it has, and what kind of ports the PC has.
The programming cable might not be useful for anything else if it doesn' t have all the lines present on the radio connector or a way to get audio if it only has a USB connector or USB/serial converter on the other end.
You can't key the radio directly with a serial or USB port.
The COS line might or might not be the correct level.

I can understand the reasoning behind leaving the programming cable plugged into the radio. Having to use a port on the BACK of the radio is a major pain in the ass, especially since most installations are going to make the port inaccessible. I'm really liking being to program my System Fusion radios with a MicroSD card. All radios should be like that.

That said, the fact that your programming cable is keying radio doesn't sound right. I have left my cables plugged to the radios in the past and it didn't affect the operation at all. Who makes your cable? You might check and make sure the cable is fully seated in the socket. It might have pulled out a little.
