Anyone know what this might be? It is definitely a digital signal and sounds very much like a control signal to a trunking system but can't seem to get anywhere with it

Looks like that frequency is licensed to a few school boards. They all have an emission designator of 7K60FXE which is listed here as 2-slot DMR (Motorola MOTOTRBO) TDMA voice. Not sure if that would be a trunked system or not, but it does appear to be DMR of some sort.

TRBO for Tri-County Regional Ctr for Education.
School Bus, or School Ops, or anything like that.
Looks Like multiple frequencies possibly CAP + system or T3 you would have to put in scanner and figure out LCN or use SDR
