York County's new $23 million radio system could be that fix. Designed big enough to let everyone come on board, the system will go live later this year.
But so far, no city has formally agreed to sign on, and fighting between the county's fire chiefs, mayors and county officials threatens to thwart the system's ultimate effectiveness. The months long dispute centers on money and an issue of principle.

One possibility is to look at some one other than Motorola for the radio user equipment. There are other companies out there that have compatible radios now.

The next step is to look into obtaining some of the federal grant money. This takes homework, time and some good effort. Your better off getting all the departments to work at it jointly rather than on a department by department basis. It will possibly take almost a year to get into the grant stream.

Start now while there is still some federal money available. It is starting to dry up and the faster you move, the better chances you have of getting something. The better you write the grant request, the better off your going to be in obtaining any grant money.

Unfortunately, grants don't usually cover the recurring costs of a system like that. Based on the article, it looks like everyone is balking at the ongoing costs...the county covered the cost of the system.
