Can anyone confirm if the 700 sites are all simulcast or seperate "cells"? Meaning is all traffic carried over all sites or just traffic specific to that 1 site?

396XT won't work on the 700 system as it is P2.When the 700 system was being tested this past year I WAS receiving it on my Uniden 396XT. Now I don't. I haven't changed a thing. It does receive the Control Channel (and even the data on it), but doesn't switch to any frequency for the audio. I use FreeScan and the current RRDB for York County to program. Any ideas? Thanks.

That's what I read and understood, but I was in fact receiving it up until 1 or 2 months ago. Talk groups and all. Was it tested in P1 (which I know is a silly question but I promise I was receiving it)? Don't know if I have a late model 396XT or something (I can also receive other P2 across the country during my travels). But ultimately I must resign to the fact that these must be anomalies and I can't truly track P2, at least properly. Thanks for the confirmation! Kris
Yes - there was quite a bit of Phase 1 activity a few months ago before things started switching - probably because of patching from the old system. I suspect that over time as the transition occurred and more units are fully on the new system and Phase 2, there's probably little to no Phase 1 activity (non surprisingly). Once fully operational (which could be already?) the only time a non-Phase 2 capable scanner will hear activity on the system will be if/when a Phase 1 radio "affiliates" with any given talkgroup (i.e. out of county mutual aid units typically) and then only for the duration of that unit being on the talkgroup.
Time to get a Phase 2 radio.....
EDIT: Also keep in mind that many systems are listed on RRDB as "Phase 2" but they operate full time as Phase 1 ... it's all about what people know/assume/read and submit to RRDB. In many cases, it is true that a given system is Phase 2 capable or compliant but it does not always mean they are actually operating as Phase 2... they've simply prepared themselves to switched if/when they decide to do so. On the other hand, some are truly Phase 2 from the start.

You won't see any more phase 1 activity on the system because of the capacity issue. A phase 1 voice call takes up entire voice channel, of which there are a limited number, especially outside the central cell. All mutual aid users who have the ability to connect directly to the York system on the 700mhz side are already using phase 2 equipment, so I doubt you'd even see a phase 1 revert that that purpose.
I thought I understood that the old 12xxx talk groups are phase I but the new 5xxxx talk groups are phase II only. You don't want Phase I on the 700MHz though because there are already fewer voice channels so capacity could be an issue. The fewer number of voice channels is because of Phase II.
From the south, Baltimore and Harford Counties still operate on Phase 1 systems. It is possible that they have/use Phase 2 equipment on their Phase 1 systems but if not, I'd expect at least those mutual aid units to pull a talkgroup down to Phase 1 when a radio affiliates. Just speculating though.
TG 51099 was used today to broadcast a severe thunderstorm warning. Is this the ALL CALL talk group?
Have received nothing new lately.I see the TGs for the P2 system no longer include all of the County patches. Can I assume they are being eliminated and patches will be set up on the standard FG TGs?
