As far as the background noise testing, It's not so much about volume as it is about about getting the right sound.
As many people who are familiar with digital voice modulation know, P25 vocoders are designed to encode human voice, which is extremely imperfect and has very few patterns, like mechanically and electronically generated noises do. Early generation P25 vocoders (Motorola Astro XTS3000), therefore, could not handle noise other than human voice very well, which is why when you hear an alert tone on a digital system, it sounds kind of "scary." The two most problematic sounds identified on fire ground causing trouble with vocoders are power saws (both rotary and chain-style) and PASS alarms. In some cases, these sounds "fight" with the vocoders so badly, that they are considered 100% background noise, and the radio won't carry any associated voice.
Radio engineers have done amazing things with improving vocoders to better handle these noises.
After Saturday's impromptu test, we should see how well the newest generation of P25 vocoders can handle these noises. I think we will be pleasantly surprised on how well it sounds!
