York/JCC system encryption

Has anyone with software like WIN96 been tracking the change to encryption across the system? I read in an older post it seems to be getting more prevelant. Here's my cut at what I've gathered from just listening.

JCC PD 100%
YCSO 90-95%
Williamsburg PD 90%
Poquoson PD 95%

Fire departments do not seem to be all that far behind them, though there is still some simulcasting.

Does this sound about right or am I being overly optomistc?
