I was browsing through documents to find out why we are not monitoring York Region Transit, it seems they've been encrypted for the last five years:

Police Radio System

YRT/Viva has partnered with York Regional Police as one of the user groups for the new police radio system. The system offers inter-operable radio communications throughout York Region. The system will be implemented in the third quarter of 2014 within the Enforcement and Security group.

Actually, the buses themselves are on a 900 MHz cell based system. It's only the Special Constables that are encrypted. I've seen them with iDEN portables. Pretty sure I saw some with APX's too. Good find, Hopefully they will upgrade to DMR or P25 in the next few years.
