I know that Yuba Co. is in the process to upgrade their system to a multicast style.
Motorola is doing the upgrade using some more sites like Wolf, Oregon Pk. and Sutter Buttes.

Right now, Friday July 21, the main dispatch frequency is quite. I tried scanning the UTAC channels but
have not heard anything.

I'll keep trying to find them, anyone know anything about this upgrade system and if there are any new
frequencies being used?

Check and see if there are new frequencies licensed to the county, and also check and see if they have added new emissions(DMR or P25) to their license(s) on the FCC website, not on RR. They may be moving to a different band, or to a digital mode. If you have receive PL/DPL enabled on your scanner/radio try scanning for a different PL/DPL, or just turn it off and see if they have started to use a digital voice mode.

are they still missing? or we find them
They're definitely still there. I'm hearing them as we speak in Sacramento. Albeit they seemed to have lowered the power on their transmitter.
