Yupiteru MVT-7100 not working

Hi There,

I have picked up a Yupiteru MVT-7100 and all the buttons works,display works but when I input a frequency there is no squelch noise or signal meter.
When you press Moni you get noise
But no transmission noise
Anybody have any ideas?
