They don't seem to have a license on the FCC database. Try scanning all the low power stuff - or maybe, just maybe FRS/GMRS - depends on how cheap of a start-up they want to do!

I did some research thru the FCC... They have licenses for 450 meg stuff at their other track in ruidoso, nm. I'm going to monitor that stuff for now.
