I heard around 5PM PT on USB ( local Sunday 11/24/13 ) a signal on 10.178.5 Mhz ,people had accents but were talking English ,9IP to 9WU ,you are weak on Antenna 1 ,readable on Antenna 2 ,over.

First station ( I think 9IP ) had a decent signal ,2nd station did verify but extremly weak

Any idea what I'm hearing ?

Nope - that's 10100 through 10150 khz and no voice is allowed, at least in the US.

The trigraph callsigns (and the offset frequency) tend to suggest a military test of some kind (maybe Naval- USN exercises are often on .5 khz splits). If memory serves, this was a frequency used a LONG time ago for US Space Shuttle recovery crafts - picking up rocket boosters, shuttle tracking and so forth. Man that goes back aways...Mike
