Just posting this as a heads up since I haven't seen a thread on this yet. I just happened to blow the dust off my old Radio Shack PRO-95. I've been a public safety listener for about 10 years, on and off.

The older EDACS system that serves Lynchburg, Bedford, and Amherst's Fire and Police will be getting replaced within the next year by a Project 25 Phase II system. I'm not entirely sure which counties and townships around Lynchburg will be affected. The current EDACS system for the "Central Planning District" are limited to Lynchburg, Amherst, Bedford, and Stewartsville whereas the Region 2000 committee serves Amherst Appomattox, Bedford, Campbell, Lynchburg, Altavista, Appomattox, and Brookneal.

I got this information from my father who works at Harris in Lynchburg. They were awarded a 11.7 million dollar contract in June 2012. The Region 2000 annual report for 2013 also confirms this. (PDF, http://www.region2000.org/assets/files/EDC/R2K-2013_annualreport-pq-spreads.pdf) Apparently the radio core is sitting in production at Harris here in Lynchburg right now.

If you take a good look at those locations, it makes pretty good sense. Essentially the same system, but also covering Campbell and Appomattox counties. I just hope that the new Whistlers with Phase II are in place to help us watch it come together.

This would make interop more likely as Pittsylvania County put in a P25 II system from Harris within the last year or so. Campbell County has been kinda the redheaded stepchild for awhile operating on dual dispatch channels and of course they werent tied into the EDACS system many of their neighbors were using...

I understand that it is a Phase II capable system but at least in the Bedford area will be operating Phase I for the foreseeable future. This is because they didn't want to spend the money to replace all their radios and the majority of what they had were P25 Phase I capable but not Phase II. So you will need a digital scanner but not necessarily a Phase II scanner.

I may have to look into the newer Whistler (GRE) units. I use to run a PRO-194 and BCD996T in addition to my PRO-95. Hopefully they'll run it as a Phase 1 system for a while, or maybe the newer Phase II capable scanners will be nicer than the Uniden ones.

Thats good stuff! I noticed the antenna info. for the Taylor St. location. I Binged it and found a satellite image that even shows the building and antenna:)

Bing Maps - Driving Directions, Traffic and Road Conditions

Neat stuff. I was playing around on google maps myself with that as well. I assume they're throwing in a few more towers since there's quite a few low reception areas with the current EDACS system. Low reception on digital and analog are two different beasts.

I went ahead and threw all of those frequencies into an open bank on my scanner as well. Haven't heard any testing going on yet.

Anyone know if this is moving forward currently? Thinking of making a new scanner purchase, just don't know how soon to do this. Quite an investment !!

I just got the Whistler TRX-1. Works like a champ on Phase II systems in Caroline & Prince William as well as some DMR users around Charlottesville.

no its still the old system. pittsylvania county went p25 phase 2 since then. looks like Harris is running 4 years behind on their deadline

I am pretty sure when this system changes to P25 they will still be using phase I and not phase II. At least to begin with. They elected to update the system to P25 but didn't replace all the user radios with Phase II capable units.

I believe the new system will be on line sometime in the spring of 2017?

Last I heard, there were many delays due to a few permit issues for new repeater towers that needed to go up. I have no idea what the tentative date for completion of the system is yet. I can ask, though.

I put all of that in as a new P25 system and have full bars and DAT but no activity, may be because it's using some existing frequencys making the DAT come up? I will leave that bank open on the scanner from now on and wait untill they start testing so I can work on IDs..
