Earlier today I was playing around with SDR# and DSD+ and I stumbled across an oddball I can't seem to figure out. A relatively strong transmission on 149.0675mhz caught my eye, and according to DSD, it was encrypted with AES. Curiosity got the better of me and I started researching, but I really can't find anything and I'm left scratching my head. Any ideas?

In case the question arises, I was using my main scanner antenna, a small outdoor discone mounted about 20-25 feet above ground level.

From the NTIA Redbook:

In the bands 138-144 MHz, 148-149.9 MHz, and 150.05-150.8 MHz, the fixed and mobile services are limited primarily to operations by the military services.

149.0675 is likely not the correct freq

That band is Gov/Mil and likely the Freq is [depending on your calibration]

149.0500
149.0625
149.0750

See if you can hear it on a Scanner or other radio
