It looks like The Smithsonian Conservation Biology Institute located near Front Royal has at some point switched from an analog system to NXDN48. I haven't checked them for quite a while so I'm not sure when the changeover occurred. It's still listed in RR as conventional - https://www.radioreference.com/apps/db/?aid=1594. Their website - https://nationalzoo.si.edu/conservation is interesting.
System is on 170.5625 NXDN48 RAN 59, Talkgroup 89 is used but everything is encrypted -
