What are these repeaters going to be used for? What do they provide that they don't already get now?

Looking at the license posted above they got several repeater freqency pairs that can be used anywere in the state on a temporary basis.
Temporary repeaters are typically used at an incident command post.

Could be the TCS. I believe it has different freqs licensed for each division, with the 800 mutual aid freqs being common to all areas.

A couple examples....additional temporary comm assets used for events related to a natural or man made disaster/accident i.e., 911 plane crash into the Pentagon;SAR efforts in the Charlottesville area a few years ago for the ejected downed ANG pilot in the mountainous terrain, etc.

Said another way..whatever situation or circumstance the VSP determines these additional temporary comm assets are needed.
