FYI recently I dedicated a 996XT solely to globally scanning 162-174 mhz. and received strong hit on 173.8000 mhz. At first I suspected the correct frequency might be 173.8125 mhz. but confirmed 173.8000 mhz. The P25 P1 encrypted repeater with one unencrypted user is S8 at my location this morning. However, as like previous mornings progressed signal strength diminished, I realized they were temperature inversion anomalies from where else most likely NOVA . Historically, my inversion paths were north to south, not south to north. There are two NACS "551" and "552" used. Comms are not high volume but occurred often enough to maintain my interest of the in the clear user.
A couple of snippets heard were calling one user to come to his location; "can you adjust an overhead light in the conference room" and "drop grid opening is 31 inches".
So, it is a fair assumption the users are in a building with enough personnel to require a conference room and Building Maintenance is one of the users.
I have exhausted all my typical research sites such as RR NAC lists, RR federal users in MD and DC, internet federal blogs, Google searches, etc. Surprisingly there were only a couple of documented users nationwide on 173.8000 mhz. and they were in the western US.
Maybe one of our federal monitoring specialists NOVA can provide the id of whom this federal use is.
