How can this keep happening in the Washington DC area (of all places)?

Trying to keep an antiquated system running while deploying a new system. Plus since they are trying to touch, clean, inspect every inch of infrastructure I’m sure they are knocking some of the stuff out of place.

Yeah, it's a toughie. That system is ancient by technology age standards, and the infrastructure powering it is even older. Still some serious significant time yet until the new system is up and running.
