Monitoring Pierce county from Kitsap county.

I am right in the heart of Bainbridge island, Winslow. I am a short walk to the ferry terminal. As long as I've been here, a little over twelve years. I've always had trouble monitoring Pierce county on their trunked system. VHF comes in just fine. I am assuming mountainous terrain is the "problem"?

South Sound 911 is 700Mhz...
PSRS is 800Mhz...
Tac/Puy Public Safety is 800Mhz.

Higher the freq - the more 'line of sight' it is.
