I have a new Whistler digital scanner and it tells to me to go this web page and connect tjo my computer to program. I cannot find any spot to perform this for me.

Do you have the EZscan software loaded to your computer and cable connected? There are some good videos on YouTube to help guide you.
Which model scanner?
EZ-Scan is used for scanners with a memory card, such as WS1080, WS1088, WS1095, WS1098, TRX-1, and TRX-2. But EZ-Scan does not update directly through this website (RadioReference). It uses data from here, but updates through a site other than this.
However, if you have a new WS1040 or WS1065, you can download information from RadioReference, but only if you are using specific software and also have a Premium Subscription to RadioReference.
