Upload Wizard

I converted the Network 268 info into DSDPlus format and wanted to upload it to the Wiki and add a link to it in the page, but I don't have the "Upload Wizard" in my Toolbox section and trying to go to the Special:Upload page says I have to be in one of several groups (which I am apparently not). How do I get upload permission?
