As gmclam mentioned, there are only 3 USB cables known to work with the older RS scanners - RS had 2 - the 20-546 (which is their current offering) and 20-047 (old but still might be found at some stores with very old stock). GRE had one as well - their SKU was 30-3290. However with GRE basically out of the business, your best bet is to unload the drivers/USB cable that you have and get the RS 20-546
I'm not a RS owner, but I'm willing to bet that either the pin configuration on the USB cable you do have is not compatible with the 95, or the voltages presented on those pins is incorrect. As you found, no matter what driver you try, it isn't going to work.
This is also unlikely to work with any of these el-cheapo USB cables you might find on Amazon or fleaBay. The Chinese started flooding the market with these, so Prolific put a check in their driver software which permanently disables any attempt to use this cable, regardless of what driver yu try
Time to start from scratch - punt the USB you do have, and get the one known to work
