I noticed that a bunch of counties on the TX DB were shown to have been updated, but, upon checking, there does not seem to be any indication of any updates. Am I missing something?

It does. Click on the date/time link on the upper right side of each county page below the menu bar. It looks like:
US > Texas > Tarrant (County) [Dallas-Fort Worth] <-- LARGE EMPTY SPACE --> Last Updated: January 10, 2010, 9:43 am
