Hello! I am a computer guy that can follow instructions ok. I have programmed this whistler 1065 per the instructions on the PSREdit site, but it is NOT working. I just get static while it says ">>>>scanning<<<<". Is there something simple I am missing or am I just doing something completely wrong? The weather comes in fine. I am in Shreveport La. if that help.

Send the radio back if you recently received it as its the wrong radio for Caddo! It's showing phase II and 1065 is only phase I, it wont work no matter what.

Its also simulcast - multiple towers, 7 of them. Seeing so, only look at Unidens-
Uniden model’s that are digital, prices lowest to highest:
996P2, 325P2, 436HP, Home Patrol2, 536HP, SDS 100, SDS 200.
The SDS models are expensive, but work flawlessly in counties as yours with multiple towers.

Do NOT get any whistler brand scanners, why?
Here’s a forum post that bears out what I say about the Whistler brands. In the second post – (By me BTW) there is a video of someone that has a 4 tower simulcast that had the latest, greatest and highest cost whistler and how it essentially does not work! His solution is a G4 fire pager, same ones that are used for the city-county fire personnel that cost $700, but the video was made prior to the Uniden SDS line release that work flawlessly in these situations.
Disregard message 7 there as they didn’t pursue that product.

Thank you so much for taking the time to help me. I really just began troubleshooting my problem. I turned to the experts after a few hours. You are awesome! Such a big help. I was having to teach myself some new stuff to even begin troubleshooting. I don't feel so defeated now. Quite nice knowing I may have been doing it right.

The T (TDMA) in the Mode column shows that a talkgroup is P25 Phase 2. Every talkgroup in the Caddo Parish system is Phase 2, which the 1065 cannot decode. Phase 2 systems have 2 audio channels (slots) on a single frequency which can double the capacity of a radio system using the same number of frequencies.

Building upon what was mentioned above; the system in question contains simulcast cells. With that being the case the OP may experience a phenominon known as simulcast distortion, perhaps the most discussed issue on these forums. In a simulcast system, a site is not a single transmitter at a specific location, but rather a collection of transmitters spread out over a certain area that all transmit on the same frequency at the same time. It's all those signals coming from different transmitters at different distances on the same frequency and out of sync with each other that cause most scanners to lock up, stutter, miss transmissions, etc. Ultimately the only scanners designed to mitigate the effects of simulcast distortion are the Uniden SDS100 (portable) or SDS200 (base). Yes they are the most expensive but they do the job right. There are a number of workarounds for other scanners mentioned in the wiki I linked but they work in very few cases
