After some digging on Goggle, I don't think this is Global Thunder and/or perhaps it's the Canadian version:

First, the frequency is a known Canadian Military channel.
Second, some of the callsigns used end in "C"
Third, the propagation would suggest perhaps they're up north, since none of us can hear them all that well?

Here's an old WUN club log entry:

9031.0 Pipe Line: Canadian Military 2103 USB / working Gonzo 3C. [Also uses 5699, 6712 & 11190 kHz USB] (31Jan.2000) (Midwest USA)

I am getting them really good here especially Tengo who seems pretty close to me. It seems to me this excercise is over as they all called "LaGrange" and now it is quiet Nick if it was in Canada obviously you would get them better than me.
MT list has that frequency also as "U.S. Navy aero offroute"

Based on the traffic you guys were describing,my guess is that it was a Navy task force/battle group anti-air warfare commander's net, aka "Red Crown" net, as they've been known for decades, monitoring the airspace around the ships & detecting, tracking, & identifying aerial platforms & negating threats.

If so, I doubt it has anything to do with Global Thunder. The freq is basically a tactical one. I'm not going to check my old logs to confirm, but I recall 11191 back in the 1980s was a standard channel used by "HERSHEY" -- the USN Anti-Submarine Warfare Operations Center at NAS Key West, then at other times I used to hear Netherlands Antilles maritime patrol forces on it a lot on the 1990s.
