Just heard a dispatcher talking to an encrypted unit on a repeater, possibly with DES, as all I heard was static, after the static, there would be clear air with a DPL instead of a PL, the dispatcher came up on the clear air and said she copied. So definitely repeated but mobile was encrypted. Closest licensed users on that frequency are Polk and Marion county. Anyone got any ideas? I also am all analog here.

Just to clarify, the repeater didn't close until after many seconds after the dispatcher said she copied. So I know it wasn't just a simplex channel...

I have been listening to this frequency since it was posted and I have not heard anything down in Salem proper. has anyone else heard anything?

I just heard traffic on the frequency again. A unit came up, clear air with DCS and said something, of course I wasn't paying attention, but the last thing he said was "on Law 4". So I got a name... just no location. Its the first time I've heard anything on it since my last post about it.

I'm leaning towards KWI706 in Clatsop County, but the other frequencies listed in the db for that county all have PL tones... seems unlikely that they would use DCS on only one channel, or encryption for that matter.

I think it's weird that they would have encryption.. its only a jail. Not FCI or anything. And it's weird that its only on some transmissions. I would think it would be 24/7 if they actually had it.

How strong / clear is the transmission?

Faint, but not scratchy. And its very seldom that I hear it. I've got it up right now. I am hearing simplex traffic on 154.0850 with PL 192.8 but I can't make out any words, sounds like someone is bumping their mic.

Interesting.

I just realized I'm picking up Douglas County Sheriff on 155.7 (PL 151.4) from my QTH, so it must just be my altitude.

I may be hearing things from a lot farther away than I thought..

I believe this is only the case when an inmate is on trial in said county. They are housed in the county jail that the federal courthouse presiding over their case is located in, then once they are convicted they are placed into a federal institution.

Actually, I think I've finally found the answer to this mystery.. I'm getting intermittent transmissions off this freq again, same dcs sound as well, and I heard an officer or deputy talking to another, he mentioned something about "Gravel Pit Road", there is a Gravel Pit Road near the Columbia River in Hood River County, pulling up their database shows 154.0550 as a Police talk channel and it doesn't have a PL listed. License KXL428.

Wow, you can hear Hood River agencies from Yamhill County? What kind of antenna are you using? That's pretty impressive.

I'm just using a Larsen tri-bander scanner antenna, the NMO150/450/800 with a mag mount on my deck. My advantage is being at about 800 feet. The farthest communication I've received is Eugene talking on State Fire Net (154.28) from one of their mountain sites- but that was probably like a one in a million chance or something.
