154.600 p25 Nac301 and non digital Warrenton

I am hearing 154.600 under my stalker mode. At first they were testing non P25 and then went to P25 Nac301. TG 1 radio ID62056
Being a MURS frequency, can you tell if it seemed like a signal from a portable a mile or so from you or someone goofing with a mobile?
I heard a couple guys chatting on 154.600 going out I-64 through Chesterfield using DMR the other day. They were running mobiles so I could only track them for a few miles. It sounded like a couple guys goofing off in my case and nothing official sounding at all.

Well... Today a kid and his parents were talking back and fourth and calling each other stupid. Then talked about going to the dollar store.

Definitely mobiles, short range.

Since when were P25 radios open to the public?
