15605 khz usb

I just caught USB comms on 15605 khz in English-calling "whiskey papa echo --" and saying he had trouble hearing the other side. Anyone know what I caught?
Spreadsheet says Radio France Int'l. but this was clearly what I described

Hey Brandon-I haven't heard anything since-do you suppose they could've plugged in the wrong frequency and called out? or can mil actually use this frequency if they want?
