157.100 on the Great Salt Lake, Utah

I have this frequency in my scanner. For the past few days I've heard what sounds like speech inversion scrambled transmissions. I didn't think anyone was still using this since the 1980s. I can't imagine that the USGS is using this. I suspect it is someone bootlegging on this frequency. Any thoughts?

Where I live, this is the frequency I hear the coast guard give their hazard warnings. Didn't think the coast guard operates on the great salt lake. Sounds like someone looking for a large fine from the FCC.
