163.535MHz Unknown?

I'm picking up a fairly strong signal on 163.5350MHz FM constant transmission of some type of data stream. I checked the FCC site, and RR and there is nothing listed. An old copy of Daryll Symington's frequency directory shows 163.5370MHz as Warren Tank Plant, but that's been torn down for years. Any ideas?
