33.960 97.4 Pl

I am getting what sounds like a lowband repeater keying up randomly on 33.960. The 2096 says it has a PL of 97.4. Does anyone have any idea what this is?

I was getting this from my house in NJ during some nice skip about 5-6 months ago. It was doing the same thing.
