396xt issue & resetting without the 2/9 key?

One of my two 396xt scanners for some reason now has a non-functioning 7 key. No matter what when I press the 7 key I get the indicator sound that you get when the radio is locked or no zones are selected to scan. I have no idea what he issue is, every other key works just fine and the radio works just fine. Its like the 7 key is locked out.

I tried to reset the 396xt by pressing the 2/9 key at start up ... nothing happens. Am I not recalling how to reset the scanner properly? Is there any other way to wipe it? Maybe via software?

it is for the 396T but i believe it works for the XT also
hey, you have nothing to loose because if it wipes out everything you win.
and yes you still have to turn it off, do this, and turn it back on.

The memory can be cleared using a terminal emulator or my ProScan.
Steps:
1. Send a PRG command to enter the program mode
2. Send a CLR command to clear all memory
3. Send a EPG command to exit the program mode
