396XT Talk IDs Unlock After Power Cycle

I am wondering if any other 396XT owner experiences this issue. If I set System Sites and Talk Group IDs (TGID) to Locked Out (L/O) in Freescan Software, those TG Id's remain L/O after uploading to radio and cycling power off/on.

However, if I then unlock a System Site with the scanner then command L/O in System Site's Menu Properties "Edit Site" the same System Site will "Unlock" after cycling power. This happens with TGID's as well. When I command "Hold TGID, L/O, L/O" (permanent mode - Display Shows "Locked Out"), the TGIDs unlock after cycling power.

Another anomaly is if I turn the scanner off while Holding on a TGID on say Site01 (which is unlocked), when I turn the scanner back on the display shows I am on say Site02 which is Locked Out. When I press SCAN, the radio scans on Site01 and Site02 remains L/O (that is if I haven't unlocked it with the keypad or VFO; in which case the first problem re-occurs. Not a huge issue but weird that it sees a System Site that is L/O.

Since I run on batteries most of the time, it is getting real annoying to have to relock out each System Site and TGID with the keypad every time I change batteries. The only way to prevent it from happening is to never unlock which means I may as well not program them in the radio. Ideas? Other Experiences?

It is Permanent Lock Out

You need to make sure you set it to lock out and not temporarily lock it out. If you know you want something locked out, then lock it out with FreeScan.

That is what I am trying to say, I am setting them to Permanent Lock-Out (LO/LO) and they still unlock after power cycling; like what happens with Temporary L/O. Thanks for replying though!

Are you pressing L/O L/O fast enough? On the first press, the screen will display "Temporary L/O", and on the second press, the screen will display "Locked Out". If you are not pressing fast enough, the screen will display "Unlocked" on the second key press. You can actually read each message as you press the L/O key. The only other reason I can think of for this is that the same thing has been programmed in more than one place... don't laugh, it's happened.

Yes I press it twice quickly. The screen says Locked Out. This is like my 6th scanner and I know how it should work. It just isn't doing what it should do. Hopefully Upman will see this thread and give some advice to either reset everything or tell me it needs to be fixed. It has been like this since I received the radio.

Is it possible you have it in Key Safe mode? Try holding in MENU while powering on (this will toggle Key Safe mode on and off).

Problem Solved

Thanks UPMan! That was the problem. The TGIDS are no longer unlocking after cycling power.

I'm glad Paul was able to help you. As a side note only, in "Key Safe Mode", you should have never seen the "Locked Out" display, only "Temporary L/O". We might have been able to help a little faster.
