I don't have anything logged on that frequency but this is a close frequency that is in the Marine band 4.0120 USB MARINE SIMPLEX.

I saw the marine simplex,but this isn't what I heard.They where using mars call signs like i0wv.mostly talking about the wheather and log in procedures.

Could be another Mars Frequency, I found this Mars frequency in the neighbour hood of the frequency you found it's,

4.0410 mhz USB MARS NETWORK National MARS ECOM Night Primary
