411.4 in Chester Co?

While running a custom search I got a hit on 411.4 MHz with a CT of 192.8. The traffic sounds like that of a building and grounds maintenance crew. It's active 24/7 but more during the day. I will keep monitoring but I am curious as to what agency it might be, although my first suspicion would be that it is affiliated with the VA Medical Center in Coatesville.

I don't know how late at night the Postal Service runs delivery trucks; the computer logged several hits well into the late night hours i.e. past 2200 and before 0600. I have heard Perry Point on some of the same frequencies that were reportedly assigned to the VA Medical Center in Baltimore before they went to a trunked system, but that does not exclude their use of 411.4.

I hear them coming down to the Philadelphia International Airport, I figure the Philadelphia USPS Air Mail Facility on Tinicum Island Road to pick up and then go back into Delaware. The guys usually give heads up about the traffic on I-95. Same freq with the same PL, I have the repeater input somewhere also.

I don't work for the USPS so I'm not sure the hours they work. I figure the Postal Service works around the clock like UPS. These are not resedential delivery trucks, there probally tractor trailers or the bigger box truck/Van type vehicles. There's probally some type of sorting facility or main post office in the Wilmington, DE area the bring the mail to.
