Kelty from a couple years ago has that freq/tone combination as the repeater downlink for "Postal Inspection Service Northern California Green System" Ch 5, Santa Rosa - Napa.

The FCC doesn't regulate federal government frequencies. That job belongs to the National Telecommunications and Information Administration, and their frequency assignments have been unavailable to the public for at least 20, and probably more like 30-35 years.

The do have a nifty frequency allocation chart, though, from 9 khz to 300 GHz at http://www.ntia.doc.gov/osmhome/allochrt.pdf or in text form at http://www.ntia.doc.gov/osmhome/Chp04Chart.pdf

The Federal frequency assignments became classified in the first year of the Reagan administration or 1981. I remember it well as I had just received my Grove federal frequency book published in 1980. So it has now been 26 years. A friend of mine was in a federal radio techs shop and saw the whole assignment on a CD or DvD. The tech indicated a new one came out every year. My friend asked him what he did with the old one and the tech said he threw it out. He probably shreds them. I would love to get my hands on one but then I would also enjoy watching a pig fly!

It's definitely USPS Inspectors. Their POS network is constantly going on the fritz and was exhibiting problems the other day (busy signal for example).
